第28條：呼籲締約方加速發展、部署與擴散技術，並採行政策，以推動向低排放能源系統的轉型，包括迅速擴大潔淨發電與能源效率措施的推動，並加快減少無裝設移除溫室氣體排放的燃煤電廠及淘汰無效率的化石燃料補貼，同時依據各國國情，對最貧困與最脆弱者提供有針對性的支援，並認識到實現公正轉型所需的支援。
28. Calls upo n Parties to accelerate the development, deployment and dissemination of technologies, and the adoption of policies, to transition towards low-emission energy systems, including by rapidly scaling up the deployment of clean power generation and energy efficiency measures, including accelerating efforts towards the phasedown of unabated coal power and phase-out of inefficient fossil fuel subsidies, while providing targeted support to the poorest and most vulnerable in line with national circumstances and recognizing the need for support towards a just transition.
